Baseline Emissions Footprint

Baseline emissions are a record of the greenhouse gases that have been produced in the past and were produced prior to the introduction of any strategies to reduce emissions. Baseline emissions are the reference point against which emissions reduction can be measured.

Emissions Reduction Targets

FIRST is committed to reducing emissions across all areas of the organisation and embedding sustainable operational practices into day-to-day delivery.

Following our baseline year of 2024/25, FIRST has achieved an estimated reduction in emissions from 20.10 tCO2e to 17.89 tCO2e, representing a reduction of approximately 11%.

This reduction has primarily been achieved through:

  • Hybrid and agile working practices
  • Reduced staff commuting and business travel
  • Increased use of digital delivery and video conferencing
  • Removal of single-use plastics
  • Refurbishment and reuse of IT equipment
  • Reduced paper usage and increased digitisation

In order to continue progress towards Net Zero, FIRST has adopted the following target:

  • Reduce overall carbon emissions by 20% from the baseline year by 2027/28
  • Continue year-on-year reductions across operational delivery, procurement and digital infrastructure

Carbon Reduction Projects

The following environmental and carbon reduction initiatives have been implemented during 2025/26:

  • Continued agile and hybrid working practices to reduce business travel and employee commuting emissions.
  • Maintained a fully electric vehicle salary sacrifice scheme for staff through Octopus Electric Vehicles.
  • Encouraged staff to utilise video conferencing and digital delivery methods where appropriate.
  • Continued engagement with landlords and building providers regarding energy efficiency improvements and Energy Performance Certificates (EPCs).
  • Operated from shared office facilities designed to modern energy efficiency standards to reduce overall energy consumption.
  • Removed single-use plastics from stationery and office procurement wherever possible.
  • Continued use of a carbon reporting tool to monitor and record organisational emissions.
  • Ongoing review and implementation of the organisational Carbon Reduction Plan.
  • Piloted repair and reuse approaches for IT equipment to extend asset lifespan and reduce waste.
  • Began sourcing refurbished laptops and IT equipment in place of purchasing new devices where suitable.

Planned Future Measures

FIRST aims to implement the following additional measures over the coming years:

  • Work with landlords and building providers to increase access to renewable energy sources.
  • Continue transitioning towards low and zero-emission vehicles through promotion of the electric vehicle scheme.
  • Further reduce paper usage through digital systems and reusable equipment.
  • Continue active management and reduction of emissions associated with staff travel.
  • Review travel policies to encourage lower carbon transport options, including rail travel and public transport.
  • Support further reductions in employee commuting emissions through flexible and hybrid working.
  • Encourage walking, cycling, car sharing and public transport usage where practical.
  • Explore opportunities to improve sustainability within digital infrastructure and IT systems.
  • Continue refurbishment and reuse of IT equipment to reduce electronic waste and embodied carbon.
  • Digitise all learner onboarding, learning materials and operational documentation to significantly reduce paper consumption and printing waste.
  • Implement an ethical learner management system designed to improve operational efficiency, reduce duplication and support lower-carbon digital delivery.
  • Review the environmental impact of AI and digital systems used within the organisation and prioritise lower-impact providers and technologies where appropriate, including transitioning to more energy-efficient AI platforms such as Anthropic Claude where operationally suitable.
  • Increase the use of community-led engagement grants and local partnership activity in place of paid digital advertising where appropriate, supporting both community participation and reduced reliance on high-consumption advertising platforms.
  • Undertake a review of the organisation’s digital and physical supply chains, including software providers, hosting infrastructure, servers, procurement routes and operational systems, to better understand and reduce environmental impact across the wider value chain.
  • Embed sustainability considerations into future procurement and commissioning decisions, including supplier environmental practices, refurbishment options and lifecycle impacts of purchased equipment and services.

Declaration and Sign Off

This Carbon Reduction Plan has been completed in accordance with PPN 06/21 and associated guidance and reporting standards for Carbon Reduction Plans.

Emissions have been reported and recorded in accordance with the published reporting standard for Carbon Reduction Plans and the GHG Reporting Protocol corporate standard.

This Carbon Reduction Plan has been reviewed and approved by the Managing Director.
